The mobile ID or mobile driver’s license (mDL) is an electronic representation of the information contained on a physical driver’s license or identification card and can be verified through a certified mobile ID reader. Mobile IDs require a biometric verification before sharing information with a reader.

The virtual license is a visual representation of the driver’s license or ID, available through CESCO Digital. According to article 3.13-A of Law 22-2000, it is a valid document for local matters (accepted in the public and private sector), but is not accepted for federal matters (for example TSA).
The mobile driver’s license is an electronic representation of the driver’s license or ID that follows the ISO/IEC 18013-5:2021 standard. It must be used with compatible mobile ID readers.
Your application data will be evaluated against your CESCO profile data. After your application has been approved, you will see your driver’s license or mobile ID (mDL) in your digital wallet.
In some cases, if CESCO needs additional information to process an application, you will be prompted to do further verification that may require additional steps via the CESCO Digital app or an in-person appointment.
If you do not complete this process within 30 days, your application will be cancelled and you will need to start over.
The mobile license/ID (mDL) can be used at select TSA airport security checkpoints, including at the Luis Munoz Marín International Airport (SJU).

This Issuing Authority Certificate Authority (IACA) certificate can be used to verify a Puerto Rico mobile license or ID as defined by ISO 18013-5. An mDL reader needs this root certificate to validate the digital signatures on the Puerto Rico mDL and confirm the validity of the mDL data.
